Designed to provide gap financing to assist in local manufacturing business development, the RLF can take the form of a direct loan, a loan guarantee, or an interest rate write-down.

The fund is administered by the EDC in conjunction with private sector lenders; with an RLF, local bank officials work closely with county manufacturing leaders who do not have sufficient equity but demonstrate the likelihood of business success.
